Billings Flanges?

Phil,
What you are describing in NOT a Billings Flange, but rather a brass rail
configuration! A Billings Flange does not have a "Plate". It is an
individual, unto itselt, brass flange, that is formed to accept a center pin
in its top section and has a fork, (w/"fingers"), which attaches to the rail
by a regular flange screw. Methinks you have your nomenclature screwed up!
