I don't know about the change of scaling, but I would predict that sometime 
in the past 65 years, a piano tuner broke the last two strings, and, not having 
12.5, replaced them with 13. If it happened within a couple of years of 
manufacturing, there would not be much evidence of new strings, especially if the 
tuner did a good job of putting the new strings on.
