Brian,
    Sometimes pelican springs develop a small break and decrease the
force returning the pedal. Also check to see if the wooden/medal beams
that connect the pedal to the dowel rub together.  A short screw driver
or a ratchet type screwdriver may be helpful to have with you.  It could
just be the felt around the pedal has come unglued or a grandchild
parked a shiny red fire truck in  "bay one" of the piano/fire station.
