To sharpen, you scrape material off the free end (to reduce its mass and allow it to vibrate faster); to flatten, you scrape material off near the root (to reduce its stiffness and allow it to vibrate slower). You never shorten the length of the reed. Similarly, I don't think it's necessary to shorten the tines to raise the pitch of a tuning fork, but one can remove material from the inside surface of each tine near the end, where the factory adjustment was made, and not spoil the plating on the ends, furthermore, if you have a plated fork.
