I have been using a "zapper" for many years to free up tight flanges, and it has never failed me. Not only does it get rid of the verigris but it also takes the moisture out of the felt bushings from high humidity that causes flanges to be slugish. If you explore the PTG archives, you will find the blueprint for building one of these "zappers". I believe it was back in 1973 or so that it was posted.
