Help with "bad" tuning...need help

Unfortunatly, here we are talking rain to kids and rain to adults.  
Amoung ourselves, it perhaps is best to utilize relavant music and piano 
tech terminology.  50 cents flat says exactly what its supposed to, and 
we all know what that is. Using terminology like 50 % is fine for folks 
who dont know what the heck  you are talking about to begin with, but it 
isnt more then a descriptor meant to point an unititiated in a general 
direction of what the situation is. To someone who does understand piano 
tuning situations however... it is on the border of being a non-sequitor 
with the predictable result of prompting many to ask what you meant.
