Help with "bad" tuning...need help

This is basic Music Theory stuff. We need to remember that not all piano 
techs have music theory as a background..and sometimes they're told, or 
brought up with something that is in conflict with what is being taught 
by educators in schools and colleges.

Let's not get into the hemi-demi-semi-quaver discussion..please!
