On what do you base this assumption?

Cumulatively? Yep, there are more of them.

Individually? I doubt it.  I pulled printouts of scales I've done in the 
past and, using a 1959 vintage Baldwin R as an example, I'd definitely say no.

Section 1 - average 212.48lbs
         2 - 167.23
         3 - 162.57
         4 - 152.64
Overall   - 171.25
