I would use my drill press and an angle that matched the original (assuming the original angle was acceptable). There is nothing magical about the 7° thing. I don't know where that ever came from. In a new hole, drill an angle that gets the hole about perpendicular to the string line - I think some folks will angle the hole back maybe 1° or so from perpendicular (figuring that after tension is applied the pin will rotate forward a tad).
