David it is very expensive to have those tools made by a machinist,
(150 $ at last, plus taxes for the washer maker for instance)

You can align with different methods I've find that the Jahn's method
works fine with the keys that have that cylindrical hole inside,
centering on a worn balance hole may be more difficult, but I have
done it with enough success as well (I modified the Jahn's tool to use
with thinner pilots also).

If misaligned it is always possible to go back and replace the washer
nowadays.

There is certainly another method using  wood at the bottom of the key
and drilling a new balance hole before gluing or after that (I recall
a procedure in the journal a few years ago).

I don't quite understand it either.  It seems that you must be paying
for
the information.  The tricky part, as I see it, is when there is
substantial fore and aft play and the hole center must be
reestablished.  I
can't quite envision an easy method to accomplish that.
