My guess: this is a Band-aid for a geometry problem.
An action with a wrong leverage need to much key dip like 11mm and if
the diameter of the roller is too small with wrong spread between hammer
flange pin and wip. pin 
The top of the jack will strike the bottom of the hammer flange at
fortissimo and make a click no more click with the red felt but the
problem is still there...
