Shortening plastic keytops

I suppose you mean shorten the front lip that hangs over the keyfront ?  
I suppose it would depend on how much you need to shorten them.  If its 
just a little then I'd do it with the tops glued so I could ensure as 
perfect a line as possible.  If you need to take off more then say 2 mm 
then you might just as well set up a jig and machine them down before 
reshaping  the edges.

Getting the glanse up is just a matter of finish sanding with real fine 
grit... say 1000, and polishing.
