Definitely do-able.

I used to have a moped with a rear rack which I used all over this little 
town of 8000.  Later I had real motorcycles, but none had luggage racks I 
could use. A backpack with tools in it gets mighty uncomfortable after a while.

IOW, YMMV.

Isaac rides his all over Paris.   I can definitely see an advantage in that 
high traffic city.  I can also imagine that it also would be fun to park in 
a city where curbs are only rough guides for parking.
