Unstable regulation

Years ago a tech rep from Young Chang told me that the serial numbers that start with 00 were Chinese made instruments.  He said that the 00 really stood for "Oh Oh!"  We both had a good laugh!

Most of the time I have run into this situation with Young Chang's I
