Do you tune the black keys?

Hi,
Reminds me of two pianos that I tuned years ago. The new owner had purchased
the instruments from a Catholic church in the mid west.
The naturals were 1/2 step low and the sharps arround a full step low.
I can only guess that the player never used any sharps and that the piano
was tuned using a Conn strobe
or some such device as both pianos were in the same Hysterical shape.
