flat pianos

Greetings, 

          How is it that a piano that is tuned once a year has its A-440 20 
beats flat and the rest of the temperament's intervals are in proportion with 
that A too? The rest of the piano is not out of tune too badly as far as 
octaves and the unisons sound not so bad either.
