Update as reported by ASAE: 
 
SENATE HELP COMMITTEE PASSES BILL ALLOWING SBHPs: Legislation allowing
associations to sell group policies called "small business health plans"
(SBHPs) to their members was approved March 15 by the Senate Health,
Education, Labor and Pensions Committee, marking the first significant
movement in the Senate on this issue in more than a decade.
 
They go on to report that bill sponsors hope to get it on the Senate floor
for debate in early May but expect significant opposition.
