Or not, as the case may be.  Maximum stability occurs when the 
tension each side of the bridge is equal.  Using the "string 
stretcher" may increase the tension beyond the bridge to the correct 
tension, or it may result in too much tension beyond the bridge. 
Unless the result of the stretching is that tension is equal each 
side of the bridge the future of the tuning is unstable.
