Thanks, Jurgen.  I have an offset screwdriver, but turns out I don't need it because I can get to both screws with my long action screwdriver through spaces between shanks and flanges.
 
Good info about spring bending.

a good tool to adjust Bluthner (and most other) rocker capstans is the offset screwdriver made precisely for that purpose. (Please note that this is not a photo of a Bluthner action)

As for the jack spring, it can be adjusted without a tool, using your fingers. It is important not to change the 90 degree bend in the wire.  Make adjustments by only bending this spring fore and aft at its base.
