WARNING:

I needed to reinstall Win XP. Not needing internet access, I installed
Win XP and did not setup internet access.

Guess what ????

Everytime I booted, I saw blinking lights on my router (which is
connected to my cable modem). So, that means windows is accessing the
internet for some reason.

What I'll probably never know !!!

I even went back in and checked the settings, and -nothing- was setup.

Bottom line: It appears that windows is going to talk to the internet no
matter what your settings are (security, privacy, etc)
