I think you are on the right track , loose screws allowing the rail to move.

OK, customer says no power in last octave plus on her run-of-the-mill Wurlitzer console. I look at hammer blow and it is at 1 3/4". Let off is at 1 1/2". Yikes, I say! The rest of the keys all let off around 1/8". Piano just was moved, but under supervision of owner. No visible signs of damage anywhere.
Question: How did the last octave plus get in this condition, which customer swears is a new problem since move? I'm stumped. I don't want to do the adjustment to let off with out understanding the problem of how it got so far off in this one area. Should I be looking for something a whole lot more hidden?
