The pedal is ok. I have wondered about the damper spring tension. How do I check their tension and know if they are with in spec? Can I massage them to increase their tension like a grand repetition spring?

Yes, perhaps the damper pedal is adjusted too tight/ no play. Also, I have had older uprughts that do not achieve quiet damping even when new damper felts replace the old ones, I would think that it could be the damper springs.
