What problems do "Teflon actions" develop, and how can they be fixed?

     I'm looking at trying to remedy a Teflon action
in a  1974 Steinway "L" , in a  fancy hotel lobby. It
feels clunky, heavy and uneven. ( Not much fun to
play! ) I'm planning to offer the management a variety
of options for improving it, from just lubricating all
the non-Teflon friction points ( and the Teflon ones?
) to trying to regulate it, to replacing and
regulating the whole shaboo. ( $9,000 ??? ) 
     Can these things be regulated, according to
traditional protocols, with any hope of success ? How
would you experienced fellows approach this ?  I've
replaced one before, but the managemant might find the
cost prohibitive. It doesn't seem to be clicking. Its'
just wretched to play on.
     Any and all suggestions will be most gratefully
receieved!
