This is caused by verdigris, a chemical contamination of the bushings. You'll 
find it in the shank centers of Steinways from about 1915 to 1962, usually in 
the repetition support flanges, sometimes in the jacks, and very rarely in 
the balancier flange. Naphtha will loosen it up, but as soon as the parts dry, 
they'll tighten up again. Not worth the time. Protek will loosen most of them 
from a little to a lot, and is longer lasting (months to a year or more). It 
never works as well as new parts, but can extend the life a little.
