sandpaper removal

Glue Experts:

On an old action rail that has the sandpaper very
securely glued to it - What is the best way to get it
off.  I've tried acetone and Lacquer Thinner to no
avail.  It won't peel. 
Ideas?

I've not had  one that  was this  stubborn before.
