You can have a hygrometer calibrated: http://www.troemner.com/cal_humidity.htm
Or you can by one that has been tested to meet certain standards.
Also, look at the specs for your hygrometer, most have a limited range of relative humidity for their stated accuracy - accuracy falls off at very high or low levels.

Check their website at: http://www.microdaq.com/lascar/el-usb-2.php
I have one (it's a Measurement Computing USB-502) and use it a fair amount, mostly in churches and the concert hall I look after, but I've left it in homes as well occasionally. Find it at:
http://www.measurementcomputing.com/cbicatalog/USB-502.asp?dept_id=414&pf_id=1759
It seems to work well, but it gives me dramatically different readings from those taken with my digital psychrometer, a Cooper SRH122. While the USB-502 can give me stored readings lately of around 20% RH the Cooper has told me it's more like 10%-12%. One church with a C7 I look after read in the high teens on the USB, but the Cooper said it was 3.8% (+-4%) at the piano! The Cooper can be found at:

A Dampp-Chaser with two tanks is being installed on that C7 next week.
