I don't think it is a moisture dependant thing, but rather, a surface
consideration. I have used a cotton Q-tip to spread some CA and the thing
started smoking. I think it has to do with the CA wicking into a matrix that
allows a lot of surface exposure,(perhaps on the molecular level?).
