We have what are called "General Industry Safety Orders" as part of Title 8 of California State Laws, http://www.dir.ca.gov/Title8/sub7.html Sole proprietors have it a little easier than business with several in employ, but wherever the sole proprietor goes, that would be the employment. If there is the potential for sole proprietors presenting hazards in the customers' homes, you'd best be sure your business insurance would cover that.
