jack not returning on high treble

Two possibilities occur:

Since these keys don't have the spring of the damper to help return the wippen, via the spoon, to the proper position, and you say with certainty that it is not a friction problem, I presume in the  hammer centers, then perhaps the keys need marginal easing, particularly at the fronts. Second, if the dip varies, thus the aftertouch (was there any?), then the jacks are possibly set too high overall, and in the treble this is showing up without the spring return force from the dampers on the spoons assisting the wippen return. The jack then rests on the upper surface of the buckskin without slipping into position under the butt. Try reducing the hammer blow by shimming the hammer rail with punchings and see what happens. If it has any effect, then make it a permanent repair on the hammer rail, and accept the blow distance as the necessary compromise for the time being. Just thoughts. :-)

We see it every day, right?  Well, I did a multitude of tests to see if it was a friction issue.  It wasn’t.  I didn’t have a lot of time to make adjustments (I was there to work on a different piano) but here are two facts to ponder.  First, it was ONLY the notes that do not have dampers (the extreme treble).  Second, the dip on these notes was slightly less than the rest of the piano, otherwise, all measurements were the same.
