I ask: "Why?" >> It seems that the rubber cups don't last when the metal rod is bearing directly upon the rubber in the bottom of the cup. With the small leather insert, I am seeing these cups last for years and years. (Roughening up the sides of the chrome rods with 400 paper helps to minimize squeaking by the cups on a slick surface.)
