Why not "borrow one" from the highest treble damper to replace the damaged one?
If you ever find or make a replacement part, then you will have the full set again.

Can someone please advise where I can find replacement damper under levers for a Marshall Wendell Baby Grand?
Unfortunately I do not have a S/N, I estimate the piano to be circa 1950's. (See pic below)
