Thats why I want to see a pic of the whippen on the capstan.  Its not 
given that the lack of spread is because the whippen is in the wrong place.

    With the spread being so close, the capstan is lifting
    too close to the flange center (fulcrum) thereby causing
    the front of the wippen to travel through too great a distance.
