I would also replace those long action bracket screws with traditional action bracket bolts.  You will need to drill the holes a bit larger, but after removing the broken screw, that hole may be larger already.  You might want to keep the bass/tenor break screw more or less as is to make removing the action easier without damaging the dampers.  If there is plenty of clearance for the dampers, use four regular action bracket bolts.  Schaff sells three lengths, page 133.  With a two foot or so length of steel pipe, you can bend the bolts near the plate.  When that is about right, bend the action bracket bolt at the end where the knob goes.  You want to end up with a tight fit, but easy to remove the action.  I always assume I will have to remove that action a bunch of times again.  This is not a difficult or time consuming job to correct a flawed design.
