 From the photos I might think of a period of experimentation of the  
brand in question. It looks like they were trying to do a general  
regulation device with the whippen rail… Does it has free upright  
movement? It might be that a system for a soft pedal was there lifting  
the whippens instead of bringing the hammers closer…

As for the wires, it seems to me that it could be a kind of sostenuto  
mechanism. anyway, by the photos I deduce that something is missing…

I know that this doesn't help but are just thoughts that will make you  
think of something else!
