The reason the guy had to rough the tails so much was probably due to the hammers not checking. But instead of looking for the reason they were not checking,?like?rep spring tension, proper back check height, centers friction of the hammers, wippens, jacks, and balancier, he did "the next best thing".

Looks like they were cut up with a Dremmel or just touched, repeatedly, to the 
edge of a belt sander.

Raises a broader question: Is it ever really necessary to cut roughness into 
hammer tails? Don't hammers and backchecks that are in good condition and well 
regulated check just fine with a fairly smooth tail?
