Plugging and redrilling an action rail

That's the way I'd do it. I just put up a picture of that operation on a 
Kranich & Bach which needed relocating of flange screws. Just like recapping 
a bridge, but no chisel work. Renner sells a bit for use with their back 
action kit that you will find useful.
