If there are more than a couple of broken jack tenders it is almost certainly due to regulation error, too much key dip relative to the other regulation variables.  The top of the jack is constrained at the top of the window in the repetition lever, while the let-off button is bearing down on the jack tender.  If the key has not bottomed out on the front rail punchings at this point, on a heavy blow, something has to give, either a glue joint between the jack and tender, or the wood itself.  It's like a wishbone; if you keep pulling on it, it will eventually break.

Fixing the broken jacks is certainly in order, but don't overlook the regulation error that is the cause of the problem, or your be doing it all over again very soon.  The chances are, the second time around there will be more serious damage than just a failed glue joint. DAMHIK
