Hi David,

How old is the instrument ? And does it look like original parts are 
still there or that this is perhaps a rebuild ?  Otherwise double 
checking bore length to string height, making sure the whippen cushions 
are the correct distance over the key bed, etc etc a good idea before 
going much further.  Sounds like somethings a bit out of whack here.  44 
mm blow is my minimum. Whats the key dip ?

Pushing back check down further... just make sure you dont start pushing 
the wires through the key ends... been there done that :)
