Ann,
I've haven't replaced a missing action, but it shouldn't be too much more 
than a complete rebuild with new keys. The key frame can be manufactured for 
you, brackets and rails are available, you might talk to Rick Wheeler. When 
you're done you'll have a completely re-designed and rebuilt action. True, 
it's more than the value of the piano, but if you're already into a 
restoration you might be talking 10 to 15% more, it's only someone else's 
money.
