When I use the gram gauge, what is an acceptable reading?  Will it vary from bass to treble?

You want them to 'snap" back. But even with a cheap gram gauge, if you want them to be consistent, test a dozen, take an average, and make sure all of them are in that range.

On Asian pianos, with the hammer flange cord, what is the best method for making the pinning consistent throughout.  I have a gram gauge (the cheap one).
 
All of those who took Potter's Course, will know that he taught the swinging hammer way.  I.e. four to six swings was adequate.  But with the cord, I find that hard to do accurately.
