Marcel Did you check blow distance? Has the piano and/or the action been rebuilt, or is this a relatively new piano from the factory? The only reason the felt strip would have been placed there is to make up for the distance between the shank and the rest cushion. And the only reason the shank (and the hammer) is that high is for the string height to be more that where it should be, which I believe is about 7 3/4". (It's been a while since I measured this).
