I've never had a problem with 1/3 overpull, regardless of how flat a piano may be. More specifically, on the rare occasions when a string breaks, in my experience it doesn't happen any more often during PR, even big ones! The little extra time I take to brush protek on the bearing points helps, no doubt. But I would rather do the PR in one pass, and get it close the *first* time, rather than having to go over it a second or even third time. I don't buy the argument that doing the PR in "stages", like one for every 25c of flatness, is better in any way.

I have tuned pianos that were a hole step 
flat.   I don't think I would like to pull them a third that over 
440.   Just my feeling"  I usually go about ten or 15 beats 
over.

Pretty basic stuff. When pianos are pitch raised, they will 
  typically drop by about 1/3 of the overpull. So if a piano is 100 cents flat, 
  you would want to raise pitch about 33 cents past A440, since it will drop 
  about that much after the PR. I find that bass strings typically drop far less 
  than rest of the piano, and so they don't require as much 
  overpull.

  pitch raise we were taught to just tune the piano raising the A440 slightly 
  above a440 so that it will fall where it should go, and do a quick rough 
  tuning but trying to make it uniform. Or if a piano was restrung I believe we 
  pitchraised by octaves all the As  following the temperament sequence
