You might also try flipping the piano and tightening the bottom board screws as well.  This often clears it up too.

sometimes with thin bottom boards the whole case moves including the knee 
panel especially with extra stiff pedal springs.  Try felting parts of the 
knee panel

Would you please clarify your phrase about the bottom knee board? I am 
looking for a clue here for a pedal squeak that occurs only when the knee 
board is in place, not when it is off or partially closed. And of course by 
the time the squeaking starts, the board is too far closed for me to see the 
pedal movement inside.

Lance, 
I sometimes use hot glue stick for some pedal felt repair, Bottom knee 
board when squeaks arise to secure felt between board and case.  I keep in 
an Adhesive and Glues Box with a small stick on hand (no gun); if needed I 
just briefly heat the end of the stick with a lighter.  For our band 
instrument repair, we use glue stick to float pads for clarinets, and to 
repair instrument cases.  Generally, it is not the most appropriate glue to 
use for repair but sometimes helpful.  Use common sense.
