It is the process of locating the action on the key frame (unfinished) and  
in the action cavity so that all dimensions are satisfied--fore and aft,  
laterally, and elevations. Generally a forefinisher starts with only the keyset  
(with no capstans or backchecks), the strung piano, and the unshaped wood blocks 
 which the action brackets rest on.
 
It's origin is unknown to me; most likely a factory job designation. 
 
But boy is this going to be fun.
