I can't imagine odors would have an effect on any part of the piano. Sound to me like this lawyer is looking for a way to collect more money from the heating oil company, or an insurance claim.

Subject: [pianotech] Oil spill fumes?

List,

I've been asked to evaluate a grand piano of unknown size and make that was exposed to odors caused by a heating oil fuel spill in a home. The attorney that contacted me is wondering if the "pads" may need replacing.

?This is a new one for me and I was wondering if anyone has any expertise-experience in this regard. As always your collective advice appreciated.
