I agree with Paul, they are easy to make, and definitely the most accurate way to get the action spread EXACTLY where it is supposed to be. The action spread is really important to have spot on with no fudge factor. You already have evidence of what a wrong action spread can do to the feel and performance of an action with the old growing brackets. Just get some brass stock and drill them on the drill press. It'll take less than half an hour to make them, and you can use them from then on for other pianos. Or it's simple enough to make a 2-sided jig along the lines of what Bruce described in his excellent summary... a flat strip of brass, two sets of holes, one pair 112.5mm apart and one pair 113.5mm apart. Drill them for ~size 20 center pins. If you make two of them, you can use one on each end of the action while you snug down the screws, but that might be overkill!
