It's not unusual to get an occasional starved glue joint. Is it just one or two, or the whole set of whips? I've not noticed a problem with any of the newer Steinway Verticals that I tune. I've found out on old uprights where several jack flanges have come unglued that a treatment of vinegar around the base of the flanges on all the remaining jacks that haven't yet become unglued will stop the process. Apparently the vinegar softens the old glue and then when it dries, the glue joint is rejuvinated. I've never had a continuing problem when I've used this treatment. A Steinway built in 1954 probably had some other kind of glue besides hide glue, so this may not work on a piano this new.
