I Concur with the possibility of having rail adjusting screws from the bottom but this might be too old of a piano. A possibility is that the leg screws might have been switched around and longer ones used in the wrong places. Longer screws will drive up into the action and lock it in place from underneath. Look to see if the legs have 4 screws (the 2 innermost ones on each leg might be the culprets) and or the Lyre as previously mentioned by Kieth. Another possibility is the action is held in place with several screws in the front rail just beneath the keys. You mentioned that the hammers rise with using the pedal rather than shifting (una corda) My guess is the screws in the front rail. There would be a slight notch where the 4 or 5 screws go into the front rail. You'll have to raise up the key to get at these screws. Search and diagnose carefully you'll figure it out.
