[pianotech] Regulation with new hammers

Greetings,
 
          When setting up a piano's regulation after new hammers and having 
no specs, I have found that setting optimal samples in at middle C, C# and 
D,  then preliminarily tensioning all the srpings and then setting the 
capstans, let-off buttons, and jacks all the same helps. 
 
        Is this a good approach? Didn't someone have a math formula for 
finding specs? Any suggestions would be helpful.
