Safest?  Take a sharp thin screwdriver or one shaped with two sharp prongs
on the end and see if you can't just unscrew it by tapping or lightly
imbedding the prongs into the top of the agraffe and twisting.  Do that
before you drill it out.  Most of the time they come out fine without
drilling.
